ROWAN'S LAW - MANDATORY
The Ontario Hockey Federation has been working with Hockey Canada on the implementation of Rowan’s Law since the adoption of the Rowan’s Law Concussion Safety on March 7, 2018. The Ontario Hockey Federation is in full support of the intent of Rowan’s Law to create awareness of concussion, change the culture on concussion and provide safe sport participation.

Rowan’s Law was named for Rowan Stringer, a 17-year old high school rugby player from Ottawa.  Rowan died in the spring of 2013 as a result of sustaining multiple concussions. The legislation establishes the last Wednesday in September as “Rowan’s Law Day”.

Ontario is the first jurisdiction in Canada to pass concussion safety legislation, setting a precedent for sport legislation across the country. The Ontario government worked closely with key medical experts, athletes, coaches and sport leaders – most notably the members of the Rowan’s Law Advisory Committee – in establishing this first-of-its-kind legislation.

The Ontario Hockey Federation was informed by the Ministry of Tourism Culture and Sport on June 18, 2019 that the Rowan’s Law Act and Regulations must be implemented by July 1, 2019. Therefore, after July 1, 2019, every Player, Team Official and On-Ice Official (parent as well if individual under 18) in order to register/participate must review the OHF Concussion Code of Conduct and the appropriate Concussion Awareness Resources.

It is important to understand that this applies to all Sport Organizations, schools, programs and businesses in the province.  This is not a hockey ‘thing’ – it is legislation (Ontario Regulation 161/19) from the Government of Ontario.

NEW REQUIREMENTS TO PLAY

In order to be rostered to a team for the 2019-2020 hockey season, all players, rostered team officials, and on-ice volunteers must:

2.    Review the appropriate Concussion Awareness Resources via these links:

3.    Complete the Rowan’s Law Acknowledgement Form here:  Rowan’s Law Acknowledgement Form

Please complete the Rowan’s Law Acknowledgement Form. The form can be signed and dropped off at the UMHA office or it can be scanned and sent to [email protected].  Be sure to include your child’s name and date of birth if under 18.
